How to display flash banner on website?

Hello,

One of my client has flash banner for his website and he wants to display/advertise it on my forum.
Can anyone please tell me how can I put flash banner?
I have tried this code but it is not working
<a href="target_URL"><img src="flash_file_link">
but nothing is showing
Hope someone can help me with this.
