Most forums I see around doesnt really have a nice design, many webmasters don't put the effort to make it a nice design.

Forums shouldnt be overdesigned for sure. most people stick to forums that have good content, regardless of the design. a decent, simple look is always appealing. first impression always counts for new comers of course.
