How much time require for the site to be optimized?

What do you think how much is it require to optimize the site to its fullest. I mean to say if i work for a particular competitive keyword to move on the top of search engines, then how much outbound links i needed and how much will it take.

It depends on the quality of link building and promotion. It doesn't necessarily requires number of IBL. There are those sites that ranks very well in their keywords without overdoing an SEO thingy. But if you really want to achieve a good position in all SE, PPC advertising is the easiest yet cost effective Strategy.
