If we change meta tags often will it affect seo or we get penalized by google

yah you can change it if you have the control of the source code of the page but after then your site's past rank could be change..............

You can change it, but dude, meta tags is quite a old thing, no body concentrates on it now a days, infect google has officially announced about not using meta keywords. you can use, edit but will not give any impact.
