Hello friends,
In generally, a webmaster manage the site overall [including gathering content, working with web developers, graphic artists, business stake holders etc] to create a good online presence. A web developer works within one or multiple applications to create the actual Web site components. While the terms are often used interchanging, they are different. A Web developer may be a webmaster, but  a webmaster not a web developer.
