Submitting your websites isn't always the best way to rank for keywords.
Try link building using "do-follow" one way links only (this is the most important). Your inbound links should be from high page rank websites and of related content.
Submit articles with your website keywords as anchor text leading to your website on article directories such as ezine.com.
Advertise your website on high page rank, relevant, and up to date blogs. Once again, anchor text url leading to your website. Don't Spam!
Social Bookmark ALL of your inbound urls such as your blog comments, articles, forum responses, etc; with as many different bookmarking sites out there.
Doing all that should get you ranking pretty solid. Make sure your on-page seo is on point as well.
I just gave you a rack of hard to find seo info. No one will ever tell you to use keyword anchor text for all your inbound "do-follow" url links from high ranking pages which are also optimized for your same keyword!
